A report on the website of Milan owner Silvio Berlusconi says City want Kaka "at all costs".
A delegation from City has reportedly met with their Milan counterparts.
Kaka, 26, joined Serie A giants Milan from Sao Paulo in 2003 and has since won the league title, Champions League and Club World Cup.
The attacking midfielder also picked up the Ballon d'Or and Fifa World Player of the Year awards in 2007.
