Australia's National Rugby League will decide next month whether to trial using two on-pitch referees in each match from next season.
The system would see one referee monitor the play-the-ball and the other hold the 10m line in defence.
NRL chief Dave Gallop said: "There is a strong view that we need to try it to see if it leads to greater consistency and a better flowing game."
The NRL board will meet on 11 December to decide on the proposal.
Gallop stressed that the concept had not been formally approved, but key decision makers, players and coaches supported it.

"The proposal is still to be adopted by the board but it's significant that a number of board members were here (at the meeting in Sydney) and certainly we are looking at this as part of a significant investment in further raising the standards of on-field decisions," he said.
The trial would only be applied in the NRL, with the conventional system of one referee and two touch judges remaining for all other grades and competitions.
