A new cycling team is to be set up with the aim of creating a British winner of the Tour de France by 2014.
Team Sky, to be funded by media organisation BSkyB, will be managed by the sport's Olympic performance director Dave Brailsford.
"The target is a British winner of the Tour within five years - achievable but very ambitious," said Brailsford.
"But reach for the stars and you get the moon - that's what we want to strive towards."
The team will initially contain 25 riders rising to 30. It will have a British core of riders and management, but also include international cyclists.

Brailsford added: "The reason we got excited about developing this project is that it will improve our chances at the Olympics.
"Our key endurance riders are now all at different professional teams with obligations to their club. Hopefully in the future the core will be at Team Sky."
The outfit plan to start racing in 2010, although they will need a wildcard invitation in order to gain entry to that year's Tour de France.
Olympian Mark Cavendish became the first Briton last year to win four stages at one Tour and plans to compete again in this year's event.
He will be joined by Beijing double gold medallist Bradley Wiggins, who will be racing for Garmin-Chipotle, and his team-mate David Millar.
