Fifa and Uefa have formally rejected the World Anti-Doping Agency's "whereabouts" code.
Wada wanted football to join other sports such as athletics in providing players' location for one hour each day of the year.
In a statement the governing bodies said they wanted to respect privacy.
"Fifa and Uefa do not accept that controls be undertaken during the short holiday period of players, to respect their private life," it stated.
