Jonny Wilkinson will not be released to join up with England's elite squad when they meet on 8 August, the fly-half's French club Toulon have confirmed.
Toulon said Wilkinson "will respect his contract and be available for the first game of the Top 14 on 13 August".
England boss Martin Johnson is thought to be happy for Wilkinson to stay in France with Toulon.
Johnson also said there had been "close and amicable consultation" with all clubs over player attendance.
The Rugby Football Union (RFU) has an agreement with English clubs over player release outside the official international windows, but has to negotiate individually with French sides.
Back row James Haskell and lock Tom Palmer, who play for French team Stade Francais, have also been called up for the week-long England training camp by Johnson.

However, the England forwards are likely to attend the camp for only 24 hours before returning to Paris for Stade Francais' Friday night fixture against Bourgoin.
Haskell was involved in a row between his club and the national team in March when the RFU refused to release him to play for Stade Francais during a break in the Six Nations championship.
But the RFU is anxious to avoid any confrontation on this occasion and all three players are understood to have Johnson's backing to play for their clubs.
In Wilkinson's case, England also considered the fact he is carrying a shoulder problem that has ruled him out of Toulon's pre-season game against Stade Francais on Saturday.
Injured England Saxons squad members Louis Deacon, Geoff Parling and Matt Mullan will miss the training camp in order to continue treatment at their clubs.
The Northampton hooker Dylan Hartley, who missed the summer tour with a knee injury, will be reviewed by England's medical staff on Tuesday.
Johnson said: "We believe that these have been the right decisions to take after close and amicable consultation with the clubs concerned.
"We will continue to have regular contact and, subject to fitness, look forward to seeing all of the players when we meet again at the end of October ahead of the Investec internationals."
Wilkinson signed for Toulon in May 2009 after 12 years with Newcastle Falcons and the World Cup winner agreed a contract extension in January which will keep him in France until the end of the coming season.
Johnson will gather his squad for the pre-season camp from 8 August.
England will play four autumn Tests at Twickenham against New Zealand (6 November), Australia (13 November), Samoa (20 November) and South Africa (27 November).
