The International Cycling Union want Valverde's ban to be worldwide

Alejandro Valverde overcame the threat of a possible worldwide ban to win the final stage of the Tour de Romandie and with it the race outright.
Doping allegations mean the Spaniard is banned from racing in Italy and the International Cycling Union want the ban extended worldwide.
Valverde began the day with a one-second lead and ended it first across the line in a four-man sprint in Sion.
Igor Anton was second, ahead of Simon Spilak who was overall Tour runner-up.
Russia's Denis Menchov was fourth across the line, which earned him third spot on the podium for the Tour overall.
The best-placed riders for British-based Team Sky were Dario Cioni and Morris Possoni, who finished in 23rd and 24th place overall in the Swiss event
Ben Swift was the best-placed Briton, in 48th place.
